Dholera Special Investment Region (SIR) is greenfield industrial smart city located in Dholera, Gujarat. Projected and located approximately 100 kilometers southwest of Ahmedabad. It is planned as India’s most desirable location for manufacturing and industrial economic growth. The Gujarat and Indian government established a regulatory structure for the formation of a special investment region under act od 2009, which included the establishment of a regional development authority, DSIR.
The Dholera special investment region development authority (DSIRDA) is takes responsible for the planning and development of Dholera greenfield city, as well as the administration of government lands within DSIR.
Dholera Industrial City will have a self-sufficient ecosystem compromised of economic drivers through the industrial revolution, utility, logistic infrastructure and social facilities such as education, healthcare, welfare, public transport, and public amenities.
It is committed to improving transportation efficiency and global trade through the strategic foundation of sustainability, digitization, invention. It will be connected to Ahmedabad via a 6-lane access-controlled expressway and metro rail in single corridor, providing seamless connectivity and railroad transition as an efficient mode of transportation between the two cities. To the northeast of DSIR, an international airport named Dholera is being developed, with site clearance and environment friendly.

The “Activation Area” in Dholera SIR, covering 22.54 sq km within Town Planning Scheme 2, features 72 km of roads and a well-balanced land mix. This priority development zone is crucial for driving early growth and infrastructure development in Dholera SIR.
International Airport
The Dholera International Airport, covering 1,426 hectares
with two runways, will address Ahmedabad’s airport saturation and drive Dholera SIR’s expansion. By handling increasing traffic and supporting economic growth, it plays a crucial role in regional development and meets the needs of a rapidly growing area.
Largest Solar Park
he Dholera Solar Park, India’s largest at 5,000 MW, will be built on 11,000 hectares and involve a ₹25,000 crore investment. Metro Train
The high-speed metro rail project will connect Ahmedabad, Gandhinagar, and Dholera, enhancing regional transport and linking key urban centers, including Dholera’s international airport. Spanning 100 kilometers, it will be completed in two phases: 61.55 kilometers in Phase 1 and 38.45 kilometers in Phase 2.

Kalpsar Dam
The Kalpasar Project aims to build a 30 km dam across the Gulf of Khambat in India, creating a massive freshwater reservoir for Gujarat’s needs. With a projected cost of INR 90,000 crore, it will also include
a 10-lane road. Feasibility studies are ongoing, with a projected completion by 2035-38.

LOCATION PROFILE-DHOLERA SIR
DHOLERA is situated in Ahmedabad district in the Gulf of Khambhat Identified as a Greenfield port, it will be developed along with private sector participation by Dholera Port Limited (promoted by J K Group and Adani Group).
Dholera is in proximity with the coastal line. It is covered by water faces on three sides, namely, on the east face by Gulf of Khambhat, on the north side by Bavaliari creek and on southern side by Sonaria creek.
To develop Dholera Special Investment Region (SIR) as global manufacturing and trading hub i.e. “The engine for economic resurgence of the country” which is supported by world class infrastructure.
Proximity to Ahmedabad has provided Dholera a strong locational advantage with a vibrant manufacturing base and investment scenario.
The project is spread over an area of 35,000 hectares. The processing area which is proposed is 14,000 hectares and rest is non- processing zone.
Dholera port is primarily involved into handling general cargo, dry bulk, containers, ship breaking and chemical handling facilities.

Strategically located, the Ahmedabad-Dholera industrial region lies within 100 km from the Dedicated Freight Corridor (DFC) in Southern Gujarat.

CONNECTIVITY - DHOLERA SIR
- National Highway 8 connects the Dholera Special Investment Region with Ahmedabad, Bhavnagar and Mumbai. Dholera itself has good connectivity with National Highway (NH) 8 (Anand) and 8A (Bagodra), augmenting Bagodra -Bhavnagar, Bagodra- Surendranagar- Radhanpur links.
- As a part of Golden Quadrilateral, the 500 km Mumbai- Ahmedabad- Vadodara Express way connects the region.
- In order to make the region more assessable, an airport and a port are proposed in this region.
- The port site is proposed to be connected by road with Ahmedabad – Bhavnagar highway at a distance of about 11 kilometres. Almost 2,057 hectares of Government land was allocated for the development of port.
- Rail connection is being planned for Dholera, while the nearest meter gauge
connection is Bhavnagar (34 km) and the nearest broad gauge station is Tarapur (103 km).
