Tender Issued for Construction of Terminal Building at Dholera International Airport

In an important step for India’s infrastructure and aviation sectors, the Dholera International Airport Company Limited (DIACL) has formally released a tender for the construction of the terminal building at the forthcoming Dholera International Airport in Gujarat. This action marks the start of a new chapter in the highly anticipated project, which is an essential component of the Delhi-Mumbai Industrial Corridor (DMIC) and the wider Dholera Special Investment Region (DSIR).

Dholera International Airport is under development approximately 80 kilometers southwest of Ahmedabad. This strategic location aims to reduce overloading at the fast-growing urban and industrial landscape of Dholera. The airport is set to accommodate 50 million passengers each year in its final phase and will be industrial in attracting investment, trade, and high-tech manufacturing to the region.

The execution of phase 1 of the project is currently underway and includes:

  • A runway measuring 3,200 meters
  • Taxiway and aprons arranged together
  • ATC – Air traffic control tower
  • Cargo terminal
  • Terminal building for passengers.
  • Infrastructure for connectivity, such as access roads and utility networks.

The first phase aims for completion by March 2026, with the ability to accommodate up to 1.5 million passengers each year.

Tender Details

The latest tender released by DIACL involves two significant components:

Building the passenger terminal

Installation of radar and navigational aids, which includes:

  • ASR – Air Surveillance Radar
  • Radar antenna tower
  • MSSR – Monopulse Secondary Surveillance Radar 
  • Related civil engineering projects and electrical supply systems

The estimated cost of the radar-related work is set at Rs. 19 crore (excluding GST), whereas the construction of the terminal building represents a larger, multi-hundred crore package that was previously awarded to companies.

According to DIACDL, the radar package is required to be finalized within six months from the award date- highlighting the rapid progress of the project`s development. Bids must be submitted by September 24, 2025, after which technical evaluation and financial bid opening will take place in October.

Progress and Upcoming Development

Earlier this year, notable developments were achieved with the awarding of essential EPC contracts. The infrastructure on the airside, which includes the runway, taxiways, and perimeter roads:

  • Terminal building EPC works: Scheduled for action in the second quarter of 2025.
  • Tender for radar and navigation system issued in July 2025.
